    • Before starting this application, please be sure you have the required information and documents ready.
    • Please review the requirements of Section 15 of the Inland Wetlands and Watercourses Regulations prior to submitting this application.
    • Make sure that required documents are saved in pdf form and appropriately named. For example: "Official Wetlands Map," "Proposed Amendment," "SSSSNE Soil Scientist Registration," etc.
    • Use care when entering numbers into the form. The software includes an up/down arrow symbol in the right corner of each number field. Select the layer labeled Town Wetlands with the year it was most recently amended. For example, "Town Wetlands 2019". You can use this to approximate the total area of wetlands and open water bodies and length of watercourses represented on the official map.

  • In addition to completion of this form and payment of the application fee, the following items are required for an application to be considered complete. Please contact the Department of Planning and Development at planzonedept@mansfieldct.org with any questions.

    • Digital (pdf) copies of all required documents
    • Original signed and sealed copies of all submissions. Additional copies may be required for certain documents as specified.
    • All documents must be dated, including revision dates

  • Your application must include mapping and documentation in support of the proposed amendment to the Inland Wetlands and Watercourses Map, including but not limited to:

    • Proposed change to the Inland Wetlands and Watercourses Map
    • Documentation by a Soil Scientist registered with the Society of Soil Scientists of Southern New England of the distribution and types of wetlands soils and watercourses on the subject property (Please include documentation of the Soil Scientist's Certification)
    • Map certified by a Connecticut Licensed Land Surveyor and a Soil Scientist listed on the Society of Soil Scientists of Southern New England Official Registry indicating the watercourses and flag locations set by the Soil Scientist defining the boundaries of wetland soil types.
    • Map(s) indicating any proposed development of the land in relation to existing and proposed wetland and watercourse boundaries.

  • Statewide Inland Wetlands and Watercourses Activity Reporting Form

  • Applicants must complete Part 2 of the Statewide Inland Wetlands and Watercourses Activity Reporting Form. For question six you will need to use the USGS Quadrangle and Sub-Regional Drainage Basin map. The completed form must submitted with your application.

  • Aquifer Protection Area Notification

  • To determine if your project is in a designated Aquifer Protection Areas, please view the Zoning Group Layer of the Town's GIS Map.

  • Applicants for projects located within a designated Aquifer Protection Area are required to notify the University of Connecticut via certified mail and the Department of Public Health through the completion and submission of the CTDPH Watershed or Aquifer Protection Area Notification Form. These notices shall be sent within (7) days of the Commission’s receipt of the application and documentation of such notice shall be provided to the Department of Planning and Development. A notification form for the University of Connecticut is available.

  • Willimantic Reservoir Watershed Notification

  • The Willimantic Reservoir Public Drinking Water Supply Watershed encompasses much of the eastern half of Mansfield. To determine if your project is located within the Willimantic Reservoir Public Drinking Supply Watershed, please review this map.

  • Applicants for projects located within the watershed of the Willimantic Reservoir are required to notify Windham Water Works via certified mail and the Department of Public Health through the completion and submission of the CTDPH Watershed or Aquifer Protection Area Notification Form. These notices shall be sent within (7) days of the Commission’s receipt of the application and documentation of such notice shall be provided to the Department of Planning and Development. A notification form for Windham Water Works is available.

  • Neighborhood Notification Requirements

  • Pursuant to Section 8.4 of the Mansfield Inland Wetlands and Watercourses Regulations, the applicant is responsible for notifying all abutting property owners, including owners across the street from the subject property. Said notice shall be sent via certified mail concurrent with submission of the application and shall include:

    Description of the application being made along with sufficient mapping to clearly indicate proposed activities
    The fact that the complete application is available for review in the Mansfield Planning Office
    A copy of the notice, an abutters map, a listing of property owners to whom the notice was sent, and mailing receipts (green and white slips) shall be filed with the Department of Planning and Development prior to the Agency making a decision on the subject application. A neighborhood notification form is available for your use.

  • Application Fee

  • A non-refundable application fee of $560 is required pursuant to Section 122-2 of the Mansfield Code of Ordinances. The calculated fee includes a $60 land use fee required by the State of Connecticut.

  • Fee Payment Options

  • Application fees are accepted as follows.

    • Check. A check payable to the Town of Mansfield can be paid in person at the Department of Planning and Development; left in the drop box at the eastern entrance to Town Hall in an envelope addressed to the Department of Planning and Development; or mailed to: Department of Planning and Development, 4 South Eagleville Road, Mansfield, CT 06268-2599
    • Credit Card. Credit card payments are accepted in person in the Department of Planning and Development or over the telephone at 860.429.3330 during regular business hours.
    • Cash. Cash in the amount due can be paid in person at the Department of Planning and Development.
  • Agent Certification Statement

    • I have been authorized by the Applicant identified in this application to act on their behalf.
    • I understand that the subject application will not be considered complete until the Applicant completes and submits the Applicant Certification Statement.
    • I understand that the subject application will not be considered completed until the Property Owner of record completes and submits the Property Owner Certification Statement.
