  • Application for Scenic Road Designation

  • Chapter 155 of the Mansfield Code of Ordinances provides for the establishment of "Scenic Roads" as well as the procedure for reviewing proposed alterations to Scenic Roads. The Planning and Zoning Commission is responsible for designating Scenic Roads and accepts applications for scenic road designation at their regularly scheduled meetings.

    • Before starting this application, please be sure you have the required information and documents ready.
    • Make sure that required documents are saved in pdf form and appropriately named. For example: "Statement of Justification," "Property Owner Petition," "Photograph-[description of photo location and orientation]," etc.

  • Prepare and submit a Statement of Justification that addresses the following items:

    • Criteria for designation of a scenic road in Sections 155-2 and 155-3 of the Mansfield Code of Ordinances.
    • Documentation of compliance with majority frontage requirement of Section 155-4 of the Mansfield Code of Ordinances.

  • Please provide applicable portions of Assessor's Map depicting the portion of the road to be designated as scenic and including the following:

    • Property lines for all lots with frontage on the proposed length of Scenic Road
    • Names of each property owner with frontage on the proposed length of Scenic Road
    • Length of frontage for each property on the proposed Scenic Road
      This map may be developed using the Town's Geographic Information System (GIS).

  • Property Owner Petition

  • Prepare and submit a list of the names and addresses of all property owners (based on the Assessor's current records) who have frontage on the proposed length of Scenic Road, with information on the length of frontage of each abutting property and including space for each abutting property owner's signature to indicate their approval of the proposed Scenic Road designation. A public hearing to consider a scenic road designation shall not be held unless the owners of a majority of the frontage abutting the designated portion of the highway have indicated their approval of the Scenic Road designation.
